Great for mouse, bad for
I would recommend this dongle to someone only needing a way to connect to a Bluetooth mouse/keyboard. I would NOT recommend this product to someone wanting to stream audio over Bluetooth.
Plug & Play/driver setup was easy and fast. I had setup/pairing problems. The dongle worked immediately, and no setup was required after plugging it into my workstation. My Bluetooth mouse was connected to my Windows 10 workstation within a minute of plugging in the dongle.
However, music audio playback to my late model Bluetooth headphones is very laggy. (My headphones are Sony MDR-1000X - I've always had excellent connection to other devices).

For anyone having trouble installing: try disabling your built in bluetooth chip in Control Panel \ Device Manager then make sure to restart PC. I was almost going to return mine, but that restart after disable got it going.
Works with windows 11
its advertised as working for windows 8 and 10 so I was worried it wouldn't work for windows 11. Plugged into a PC with no bluetooth and could then connect speakers and controller.

Surprisingly pleased
I was very pleased with this product the setup was near instant and I was able to connect my apple airpods to my pc quick no fuss. The only issue is the range of the Bluetooth adapter due to the dated version of Bluetooth used but this is expected after reflecting on the cheap price tag, highly recommended if you are intending to stay close to the adapter.

What is Bluetooth 4.0?

Does it make a difference?
Speaking of new features, what exactly are they? Well, the main one is the lower power consumption between two Bluetooth 4.0 devices. I think this is something worth getting excited about as Im sure a lot of you have found that when you use your Bluetooth (or just leave it connected) youre battery life starts to tank.
To avoid this, Bluetooth 4.0 devices wont be constantly communicating with one another when theyre paired. Instead, the devices will stay in standby until actual information needs to be sent over from one device to another. For example, imagine a Bluetooth 4.0 heart rate monitor. The only time the device would communicate with your phone is if/when your heart rate reaches a certain level. For all other times, the device remains in standby using little to no battery.
As a result, you get much better battery life. Such low power consumption means that devices like the heart rate monitor from the example can work from 6 months to even a couple of years on a single tiny batterys charge. The use of small batteries can reduce the overall size of the device and, as you can imagine, will make wearing things like a heart rate monitor or whatever accessory manufacturers come up with in the future much more practical.
