3000mAh converts to 150Wh. Most airlines have the same regulations. Air NZ allow batteries up to 160Wh and 8Grams of Lithium Content but you need to get batteries bigger than 100Wh and 2Grams of lithium Content approved when you book your flight.

30000mAh is the max permissible on airlines, but to be doubly sure you should prob check with any specific airline you are planning to travel on.
